تَنْزِيلًا مِمَّنْ خَلَقَ الْأَرْضَ وَالسَّمَاوَاتِ الْعُلَى
A revelation from the One Who created the earth and highest heavens.
Lord of the universe has revealed Adhikr which is the Balance and Trust to keep the universe in its equilibrium. It is revealed to punish the hypocrites and Mushriks, and to accept repentance from the believers as told in verses 33: 72-73. See explanation 6: 157 and 7:158.
